To request specially or for high officials, we use ‘Could’:

Could you please help me?

Could you please answer a question?

Could you give me your phone number please?

In the situation of an unexpected hope, we use ‘I wonder if’:

Excuse me; I wonder if you can help me.

Excuse me; I wonder if you can save me.

Excuse me; I wonder if you can solve the problem.
